Central heating boilers need to get heat quickly to the radiators before it cools so 22mm pipe is run to under the rads and then by 15 to the valves, this allows the water to move quicker to the radiators but then slows it down so the heat can be emitted into the room. Water also expands when heated so the larger diameter pipe gives room for that too happen .
