New inland clusters (Jiangxi, Anhui) growing with cleaner, larger-scale plants.
4. Policy and Standards
Solid-waste import ban (effective 2021) ended raw scrap imports;
"Recycled copper raw materials" (GB/T 38471) may be imported under strict purity/contamination criteria;
Environmental regulations (emission limits for secondary copper smelting) drive consolidation and clean technology;
Output quality must meet the same standards as primary copper (GB/T 467 cathode, GB/T 3952 rod).
5. Outlook
Recycled copper's share is expected to keep rising with electrification (EVs, renewables, grid) increasing copper intensity and scrap availability; efficiency, automation and low-carbon smelting are the industry's main trends.
