Notice of the Ministry of Commerce on Issuing the "Statistical Investigation System for Import and Export Reports of Bulk Products"
According to the National Bureau of Statistics Order No. 22 of 2017 ("Management Measures for Departmental Statistical Survey Projects"), the Ministry of Commerce has combined the import and export situation and management needs of my country's bulk products in recent years to formulate a statistical survey system for bulk agricultural product import reports in 2021. " was revised and renamed as the "Statistical Survey System for Bulk Product Import and Export Reporting", which was approved and implemented by the National Bureau of Statistics (Guotongzhi [2022] No. 165). The current implementation will continue to apply to 14 products including soybeans, rapeseed, soybean oil, palm oil, rapeseed oil, soybean meal, fresh milk, milk powder, whey, pork and by-products, beef and by-products, mutton and by-products, corn distillers grains, and sugar outside tariff quotas. Based on the import reporting system, the main new contents are as follows:
1. Crude oil, iron ore, copper concentrate, and potassium fertilizer subject to import license management will be included in the "Catalogue of Energy Resources Products Subject to Import Reporting", and rare earths subject to export license management will be included in the "Catalogue of Energy Resources Products Subject to Export Reporting" 》. Foreign trade operators who import and export the above-mentioned products shall fulfill relevant import and export information reporting obligations.
2. The Ministry of Commerce entrusts the China Chamber of Commerce for Import and Export of Mining, Minerals and Chemicals to be responsible for the daily work of collecting, sorting, summarizing, analyzing and checking the reporting information of the above-mentioned five new categories of energy resource products.
The "Statistical Investigation System for Import and Export Reports of Bulk Products" is now issued to you and will be implemented from October 31, 2023, until October 31, 2025.
