The inner wall of the copper tube is thin and smooth, does not form scale, and has very small water resistance, which reduces pressure loss and transportation costs. In order to implement it, the Ministry of Construction and four other ministries (Ministry of Construction, State Economic and Trade Commission, Technical Supervision Bureau, and Building Materials Bureau) jointly promulgated the "Notice on the Elimination of Outdated Products in Residential Construction" on December 13, 1999 (Building Housing [1999 ] No. 295), further clearly stated that the use of copper pipes can also be promoted where conditions permit.
In August 2000, the Science and Technology Department of the Ministry of Construction and the Planning and Development Department of the National Nonferrous Metals Industry Bureau jointly held a seminar on the promotion and application of copper pipes in Beijing. Later, the Ministry of Construction proposed to gradually promote the application of copper pipes in building water supply projects. First of all, it is adopted in the hot water supply system of hotel-type buildings, and the application fields are continuously broadened; it is also recommended to build sites in Shanghai, Beijing, Chongqing, Guangdong, Sichuan, Hubei, Fujian, Jiangsu, Zhejiang, Henan and other provinces and cities to gradually demonstrate promotion. In 2003, in order to strengthen the coordinated development of the production and application of construction steel, copper, and aluminum, the Ministry of Construction and the State Economic and Trade Commission established a corresponding working system, with the purpose of coordinating relevant departments and relevant units to jointly promote the production and application of construction metals. Research, develop, promote and apply technologies and products, accelerate the industrialization process, coordinate the formulation of technical policies and development plans, and promote the coordinated and healthy development of the industry. It also issued the "Notice on the Establishment of the "National Joint Conference on Coordination of Metal Technology and Application in Construction" (Jianbanke [2003] No. 3), which clarified the organizational form of the joint conference and formulated a work plan. This includes efforts to promote the application of copper water pipes in mid- to high-end buildings.
In 2002, the former State Economic and Trade Commission issued the "Recent Development Orientation of the Industrial Industry" report, requiring the development of copper processing products with good market prospects, including copper water pipes.
On May 15, 2017, the Ministry of Housing and Urban-Rural Development issued the industry standard "Technical Regulations for Pipeline Direct Drinking Water Systems in Buildings and Residential Areas" requiring that pipes should be copper pipes and other high-quality pipes that meet food-grade requirements.
On March 13, 2019, the Ministry of Housing and Urban-Rural Development issued the national standard "Green Building Evaluation Standard", which will be implemented on August 1, 2019; it stipulates that indoor water supply systems should use copper pipes that are corrosion-resistant, anti-aging, and have good corrosion resistance.
