In order to accelerate the structural adjustment of the copper industry, establish a unified, open, competitive and orderly market system, standardize the production and operation order of enterprises, and promote the sustainable, healthy and coordinated development of the industry, in accordance with relevant industrial policies and plans, the "Access Conditions for the Copper Industry (2006)" was revised to "Standardized Conditions for the Copper Smelting Industry" in 2014. The standard conditions apply to copper smelting enterprises that use copper concentrate and copper-containing secondary resources as raw materials.
In June 2014, the Ministry of Environmental Protection unified the pollutant emission standards for recycled copper, recycled aluminum, recycled lead and recycled lead, and formed the "Recycled Nonferrous Metal Industry Pollutant Emission Standards", and began to solicit opinions. The standard stipulates the requirements for water pollution and air pollutant emissions, detection and monitoring of recycled copper industrial enterprises, as well as the implementation and supervision of the standard and other related regulations.
